VIKTOR: The statistical probability of an American Citizen being completely innocent of violating all the thousands of local, state or federal laws on the books is roughly equal to the statistical probability of Richard Stallman renouncing Free Software and joining the RIAA.
BARRY: Hey, did you hear? Richard Stallman just renounced Free Software and joined --

So it's most likely no one we've met in the history of the comic. Or, at least, no one Viktor has met before. Or, no one he remembers having met.

I can't imagine it's Stef
Stef is too much of a Windows^H^H^H^H^H^H^HNifty Doorways fanboy. It might be one of the techs, though, or A.J.
You know what would be really cool, though I doubt it could happen because the artists are so busy? A crossover with this strip!
